Moss in Flower bed

I've just been planting tulips and alliums in the long border. I'd already cut down the perennials and I thought it was ready to plant. But it's now full of bright green moss that wasn't there before all the rain we've had and fallen brown leaves. I've raked it off where I've planted the bulbs, but should I get rid of it all or will it provide winter protection?

I'd just break up the surface with a hoe or rake. The moss has formed because the surface has been compacted by the rain.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
Thanks Dove. It compacts easily, clay. But I've dug loads of manure in over the years.
I wear a rough-palmed rubber glove (over the surface) to remove most of the moss from a damp north-facing area.
