Whats this slowly killing a shrub ?

This bush has started to slowly die this year, I noticed the bottom of stem is brown and appears to scratch marks, I'm not sure if this is illness or local wild life as I have badgers and deers come in my garden ? I have 2 of the same bushes next to it and they are fine no sign of the same thing on them.
