looks like a sempervivum
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

There are about 1200 named cultivars of Semperivums. But only about 40 species (many of them are now reckoned to be synonyms, so probably a lot fewer). The differences between some of them are so slight that even experts cannot reliably name them.
Sempervivum is the GENUS by the way.
