    It looks very much like Lavatera arborea - the tree mallow.

    It's one of the Malvaceae family - a cousin of the Common Mallow (which you'll have seen growing wild on banks and hedgerows), but I don't know which one.

    I think this is another one like Euphorbia lathyris, distributed by aliens. I've never introduced  it but every few years another lot appear. Some are variegated.
