Cosmos gone mad

Hi, well, first frosts are nearly upon us, apparently, and still no sign of flowers on my cosmos. They're all heading skywards (some now nearly 6 foot) but don't want to flower. Everything else in the garden is fine but this is the second year that they've done this - any ideas? I halved them in height before planting out.

When did you plant them out? How much sun are they getting?
This article suggests that too much fertiliser may be the problem

Hi, some are in shade and some are in full sun. I've read the article and I think you're right it's the soil - the penstemons haven't done anything either (but maybe that's the damn vine weevils!!). 2 years ago I put a tonne of Mr Muck's finest all over the garden and I think I've messed up the balance somewhere along the line. Should have let Mother Nature do what she does best! Thanks for the advice.
