cant use both and don’t have enough spare cash to but enough top soil to cover the amount of lawn I have. But can’t bare looking at this mess. Any ideas? Also. NOt sure if the grass seed will take as whoever put the lawn down has put it over stones so hardly any soil at all below so can’t fork it either.
Maybe use the autumn lawn care product now and assess the need for overseeding in the spring. Judging by the answers above, you'll get more reliable germination. I'd also say that overseeding might not be necessary. You should have seen my lawn after I scarified it earlier this year; it bounced back stronger than before.

I'd leave it and perhaps use the autumn product - it doesn't promote lush growth as that's counter productive at this time of year.
Scalping has caused most of the issue there, but it's grass. It'll recover
