Hello
Is it possible to grow climbing plants in pots permanently , by just keeping potting them on into bigger containers ?

Yes, like any pot grown subject (bonsai, for example), but attention to the watering and feeding details are of paramount importance. Climbers like a cool root run, so siting and position have to be right.

Have you a particular plant in mind Valerie?
Honeysuckles don't always do well in containers as they can't get enough moisture intake, so they'd need a really big container, and careful positioning and care, as HC says, to get them looking right.
I live in west central Scotland - not where that photo is...
You also need to consider the logistics of taking the plant out of it's container and putting it into another one, while it's entwined on its wires or trellis or whatever it's growing up.
That could be quite complex and require the muscles of two, or even three strong people.

Thanks for all your good advice. After reading through them i decided its not a good idea and i hadn't even thought about the logistic side of things ( thanks Dovefromabove!) .
I only have a terraced garden and will carry on enjoying the pot plants i already have .
