Having trouble getting flowers to return each year

I need advice as to how to ensure my annuals& perinnials return as they should. I have always been able to grow all types of plants& flowers in the past, but since moving to SW Wales, my flowers never come back, yet I notice they do return in other gardens in my village & neighbourhood. Thank you in advance.

What are you trying to grow? Some perennials are much more reliable than others and only the hardy annuals seed o from year to year.
