Moving roses and shrubs

My neighbour gave me 5 roses last year, no idea what the were, colour or size. They have done ok this year but are in the wrong place, when can I move them. Also when can I move 2 Hebes which have been in my planter boxes since March but are getting too big. ????????????????

Has long as the ground is not too wet or frozen I'd move plants during the winter, give a dressing of bone meal.
