vine weevil grubs

I am cleaning out my winter teracotta window boxes and seeing what bulbs are still viable. Most of the miniature tulips look as if vine weevil grubs have wrapped around the bottom of the bulb but they are hard. Is this part of the life cycle, do they do this? thanks for any info ????

I dug up one by accident yesterday and wondered at first what the white wormy thing was so it's not just you
