Rust. Same fungus that affects hollyhocks. There are sprays available which can be used to as some prevention, but yours looks almost overcome and is probably best disposed of. Certainly remove all affected part of the plants and burn/dispose properly. The spores will rest over winter and reinfect other plants which are susceptible.
I find that lavatera are usually quite short-lived anyway - leave it a few years before planting another,or plants from the same family, to give the spores a chance to die out.
