I have a buzz and if it's true that it diminishes after its first year then it must have had that in the nursery. I have it in poor soil, admittedly, dry, yes, rooty near a lilac, yes, and not far from a privet. OK, tough location so I planted stuff like lavender, Russian Sage, a lilac Buzz, lots of allium bulbs and globe thistles.
Very disappointed with the results. Shame. Aimed for a haze of lilac but everything is really poor. My plan is to drown the bed in compost over the winter when everything has died back and hope that it improves the soil/moisture retention for next year.
