What is this pest on my southern peas?

For the last couple of years, when it gets late in the summer, I'm getting this infestation hitting my southern peas.  Last year, I had planted lima beans and it hit them as well.  Neem oil doesn't seem to do much, so I'm not sure what to do.  Anyone know what this is and how to treat?  The peas on the inside seem fine, would it be ok to just wash and eat?

    Hi jaaron. I suspect from your crop description that you may be in the US? This site is a UK site. However, aphids are aphids wherever in the world you are so just blast them all off with a hose and your crops should still be edible.
