Grass & Raspberry Canes

Hi, I am trying to get a border in my garden ready for planting up next spring.  The property behind my border has been left to over grow for about 6 years and during that time the raspberry canes and a very wide bladed type of grass has invaded my garden.  Now that builders have moved in and cleared the ground I am trying to deal with my border.  I have dug out as much as I can and it looks good, but I already have new shoots of the grass and canes appearing.  Any advise would be welcomed image

    while the bed is empty of any choice plants, spray all  new shoots of undesirables with glyphosate.
