Start the tubers into growth in February, and take the first shoots off as cuttings.

Cant i take cuttings from mature plants rather than the tubers???

No, shoots higher up are hollow and will not root.

If you have a big cluster tuber, they sometimes split. Each lobe or potato shaped bit has to have a growing point still attached.

As fidget says, you can take cuttings from the first shoots that emerge in Spring, but not from mature plants, as the stems become hollow.

If you are leaving them in the soil over winter, you have to beat the slugs to the first shoots. To force them for cuttings, they need a bit of warmth, somewhere under glass, so you will need to dig them up anyway.
