they'll probably not germinate til spring, I often bring my cold germinating stuff into an unheated GH about Feb so I can keep and eye on them and nothing wipes them out. I bring anything that germinates before spring into the cold GH as well, same reason. I go around the outside pots slug picking, they lurk under pots, sling them on the drive for the birds
I don't do anything except slug pick occasionally from sowing time to germination time, they don't need watering before they germinate, the weather does that. You're copying nature, nothing artificial
Yes it will at this time of year, just as the ground does when the seed fall on it. It doesn't matter, the cycle of wet/dry/ cold/not so cold through the winter breaks the dormancy
