Problem with Phlox

I have had a terrible problem with white powdery mildew on my Phlox this year, any idea how to avoid it for next year please? Also, can it spread to nearby plants? as a neighbouring Rose seems to look like it may have it also.

Thanks Hazel/Verdun, may I ask what mulch you use Verdun? this is something I have never done but am realising I need to.
ive got mildew for the first time this year on my Viburnum Tinus and the large tuberous Begonias and I assume it's down to the unusually dry conditions In our neck of the woods (East Anglia) this summer ? Will it survive the winter, should I disinfect secateurs and the like to stop it spreading ?
