Woody Penstemon

At some point last year I planted two penstemons out in the front garden bark area, they did brilliantly but I may have forgotten to cut them down in Spring probably as it was mild and they looked well as an evergreen. However, as a result, they've gone rather woody and lengthy with a bad show of flowers this Summer. I've taken cuttings but when should I cut them back and how hard? I'm willing to take a chance even if I lose them. Autumn? Next Spring?

I knew you'd be able to save the day. Flowers seem a lot smaller than they were last year. They have one of if not THE best sun position out the front. Perhaps I've been neglectful in terms of watering or it isn't getting deep enough down to the roots with the bark and a slight gradient. Penstemons don't like a great deal of water do they? What with the mulch there as well.
