Blue moon rose

Had black spots sprayed the rose couple of weeks ago & now there are no leaves and the branches have turn brown. Is the rose dead Or what do I need to do.

Sounds like the perfect excuse to dig it up and burn it.
I have nasty aversion to " blue " roses. Muddy mauve seems more accurate.
Each to his own though.
