Peppers problem

hi
i have a neighbor who grows peppers. Just lately the flowers have faded then the whole thing drops off the main plant. Its gone from plant to plant over three weeks.
he grows them on his window sill had no problem last year with same kind of peppers. Then end of each small flower and stem of flower just turn black where they join the main plant.

Sounds like a pollination problem due to a lack of insects. Use an artist's paintbrush or cotton swab to transfer pollen from one flower to another.
