What to plant in small border?
We have a 4 foot fence between us and a neighbour which is about 3 metres long. Our sitting room looks directly out onto this. I have planted clematis 'Jingle Bells' against the fence but need something that is about 6 - 8 feet tall and fairly slim to offer privacy. Steps run in front of the bed. And half of it is raised with wall foundations in the way.
At the moment there is a slim line conifer type tree which was rescued from the council digging it up and two large pots of bamboo.
Any ideas?

How wide is the soil border?
About a foot.
There is the fence, then soil, then patio and steps.
Depending how deep the border is ie. going down the way (rather than wide), you may get away with planting some Juniper Skyrocket - slim growing trees that will give you a bit of interrupted privacy. They will not give a full screening effect but will break up the space, but they will probably have to be taken out after 10 years or so when they grow too big. There is not an awful lot of plants that will give you the height you want with the size of the border.
