If he roots of this stuff are on the nature reserve then talk to those that own/run it. If the roots in your garden then you'll need to find a local gardener to tackle it. They advertise in local papers/parish magazines, and they drive around in vans around with their phone numbers on.
I don't think the council will be interested unless it's their nature reserve.
