Salvia's looking poorly

Hi, potted these up last year. Regular compost I think but I can't remember.
The salvia's (below the Ilex) are looking poorly, not recovered after a haircut last month. I think I've had this with Salvia's before with 2 in the ground (think they're Salvia's anyway).
The lavendar's are looking a bit ropey too, compared to other ones I have in the ground.
Wondering if they'll recover or I should go shopping ?

I've started using JI 2 or 3 more for my pots lately, and I can't remember when I started/whether I was still using multi purpose for these 2 pots.
Good advice, I think I might leave the Ilex on its own and top dress with JI in the Spring.
