Moving roses

I want to move 3 roses, 1 is a climber. They are all 3 years old. When would be the best time Oct/Nov or Jan/Feb? Also is it ok to cut the climber down to a manageable height for ease of handling?

Jan/ Feb and yes cut it back before !moving it.
