Are my rosebuds being eaten?

 My recently planted Gertrude Jekyll rose is growing and blooming very well, however recently some of the buds look as though they are being eaten

I did wonder if it was the rain, but surely all the buds would be affected and not just some of them. I sprayed with Roseclear just in case its a bug but can't see any visible signs of them.
