Second one might be Green Park? The buildings in the background look vaguely familiar.
They are in extremely public and well- trodden places. Second one is a park first one is by the river.
This might help with the first one ddith you're on the right track
Hmm. Is the first one in that lovely little garden bit as you walk along the north side of the river before you reach the Houses of Parliament? It's been years since I lived in London, so these are complete guesses!

Is this a test? Would like to visit the first. The second should be identifiable from the buildings. You could try a London architecture forum.
