I've had this Cyclamen for 2 years now and haven't re-potted. It is raised in the middle of the pot which is now above the soil. Is this a sign that it needs re-potting?

I wouldn't think so, not after 2 years. They don't like being too deep anyway but if you're worried you could sprinkle a little bit of compost over the top.
I have successfully divided the tubers before by cutting them in half I guess you could combine a re-pot with this process if you want another one.

It looks happy enough, sending new growth. Maybe if you just gently scraped away the top 1cm of old compost and replaced it with new it would help. If in a couple of weeks it looks like it's struggling a bit then repot.
