Pruning Rosa rugosa

Can anyone advise on the best time of year to cut back Rosa rugosa so as not to encourage a lot of new growth?
My shrub has become straggly over the summer and I don't have the space for it to grow much bigger!

A light summer tidy up will do it, removing some of the flowered growth (if you don't mind losing the hips), but leaving any new shoots.
