Pruning Rose New Dawn

My New Dawn climber is bare at the base with all flowers right at top of trellis on very long stems that arch down. My question is can I cut back to within a few feet from ground, when should I do it?

    you need to train those very long stems horizontally, that way you get new stems growing from those which will bear flowers, if you allow them to only grow vertically then you will always only get flowers at the very top.

    Any pruning that needs doing should be carried out in the Spring.
