you,ll need to bear with me if i ask stupid questions i,m brand new to gardening and just trying my best
as you can see form the pic , its a very old rose plant , as yet no flowers , will it flower this year , tbh i just dont know what to do with it and any advice would be welcome

I do not think that it will flower this year. It needs a good hard prune in the Spring and lots of food. I wouldn't do anything to it now but next year you can start to transform it.
