New allotment

Just got a new allotment right mess It. Is the previous owner has made about 12 high lumps of soil around the place and in between the soil is clay shall I level he soil out and add more soil or add manure and compost to it
please help

I would do all of those three things - removing any weeds as you do the levelling.
