Pittosporum tobira leaf problems

We have a clump of large Pittosporum tobira on the Isle of Wight.  They are all doing badly which is manifesting itself as leaf loss.  On closer inspection, the leaves which are left are curling and have what look like warts - or more like shield bosses, raised and shiny but hollow underneath.  There are no signs of insect attack.  does anyone know what the problem is and what the remedy might be?

    Sorry Peter. The only thing I could find was Cushion scale but as you haven't seen any pests it is rather mysterious.

    Thank you for that.  I have had a quick look online to see what it is but I don't think that can be it.  To expand, the major problem is leaf drop but there are these strange raised 'warts' on the upper leaf surface.  It could (must) be insect damage but, as I said, there's no sign of them.  Any other ideas ..... ?
