Whilst pruning Lavatera bush I notice red blotches on my hands and arms.
Is this normal or can this be an allergy?

There is a strong possibility that the Lavatera is the culprit according to this. You may just be very sensitive. I've never come across it before.
Why would you prune a lavatera in July?
