Horse Chesnut with yellow leaves
Hello,
Our next door neighbour has a huge horse chestnut tree in their garden and the leaves have recently started to get patches on yellow on them. It's subject to a TPO so can't be pruned or cut back without planning permission. Any ideas what the problem is?

ALL horse chestnuts I see around here are like this, I'm not sure if it's leaf miners that have overwintered? They seem to be completely yellowed by August/September.
