Bug troubles

help please I have some apple trees in containers in a south facing alcove, but they seem to be attracting (what I thought was woolly aphid) but I may be very wrong....

it is a white fluffy stuff not very large but seems to like the areas where the young shoots come off the branches as well as the branches themselves. I have tried using a bug spray as there weren't too many but it just keeps coming back!!!!

also where some of it was the bark of that branch appears to have split but the growth doesn't appear to be affected yet...

all ideas/suggestions very welcome please

    Are the leaves still healthy? Any chance of a photo, please?

    So-called American blight which is actually a scale insect. The wool is actually wax and waterproof, so most sprays have no effect as they cannot reach the insect. Try either one based on Horticultural soft soap, or more laborious dip a cotton bud on Methylated spirits   and dab it all over the scales. Either way it takes a long time to be clear of this pest.
