most of the conifer is really brown from the stem, does this mean it may be dying?
Cut it off with garden secateurs, or if it's not too thick you could use scissors if you don't have secateurs.
That bit's dead and won't grow again, but don't worry, the rest of it looks healthy.
OK, hadn't seen the other pic when I posted.
Where it's been pruned back at the bottom will not grow back green.
You're stuck with the bare trunks. Sorry.
