What is this plant called?

I have this plant growing in my garden, I have left it to do its own thing expecting it to flower, but yet no sign of any flowers. Would anybody know what it is called and what it does? Thankyou

Its euphorbia lathyrus or caper spurge. It's regarded as a weed.
Its a caper spurge or mole plant I think.
It has already flowered, I can see the seeds forming. The flowers are tiny, yellow with more green bract than flower. It's biennial so will die after the seeds are mature.
