Another ID please

This plant appeared last year. I'm not sure whether it was as a result of sowing a wild flower/cottage garden mix. I cut it back hard last Autumn and it has come again with a vengeance!

It is now just over 2 metres tall.  I want to know what it is so that I can deal with it properly because I quite like it but not where it is.

    I Think it is Cichorium intybus. Common chicory a perennial.image

    It looks like wild chicory. Cichorium intybus. A very pretty shade of blue.
