This abnormal growth is possibly a result of fasciation where either stems appear to be fused and flattened or flower heads appear misshapen with many flowers. This stem could be pruned out and the rose will grow normally.
is the whole bush like that or just one stem?

Have you used glyphosate near the rose? Herbicides can cause damage like that. If not, then it could be rose rosette disease. Is it growing lots of extra prickles and getting a red tinge?
Great ID Tetley. I had never heard of that rose affliction but looked it up after reading your post. Sadly I agree with all you have written about destroying the plant.
braggsfamily, I hope I am right in seeing that your rose is in a plant pot? That makes the drastic solution you will have to carry out easier as you can get rid of the soil in the pot too.
