Inherited Rose Fertiliser

I have terrible black-spot on most of my roses - some of which were taken out of containers and planted in the borders when I moved to my present house last year. Established roses also affected. My ground is quite sandy - I live near the south coast.
I have inherited some Rose Plus (coarse white powder) not in original container so I have no idea how much to use or correct way of using it. Monty Don says keep roses fertilised and healthy to withstand diseases. I also have Miracle Gro and a bucket of evil smelling green pond sludge from when the pond was emptied after garden makeover. I do have Rose Clear and Fungus Fighter, and sprayed the roses on my return from holiday last month. Does spraying the ground around the roses with fungicide help at all?
I am a novice gardener, as I expect you have gathered!
Incidentally, one of my perennials has what looks like yellow rust on the leaves (pink flowers/large clover shape leaves.) and some of my Vinca has yellowing leaves speckled with black. Are these things related? Thanks for your help. Don't know what I'd do without these Forums!
