Stripped raspberries

Dear experts 
Being a novice myself can I ask or some advice about my raspberries please?
All the leaves are stripped - leaving them looking like skeletons. My neighbour says it is 'saw flies' as he has them too - but looking on google I'm not so sure.
Any ideas if he is correct and if so - what (if anything) should I do please?
