Help with my cordylines?

Hi,  I'm new to this blog so be kind :)...

I have two cordylines in my garden on either side of the path, they were planted at exactly the same time last year and were both purchased at the same time and were about the same size (only about 30cm tall- this was about 3 years ago). However, since then, one has been doing very well and I opened the tip of the plant to find around 10 new leaves ready to come out whilst the other one is much further behind and has a quarter of the foliage the other has?

What's gone wrong and what can I do???

    It can be due to minute differences in each plants microclimate - even though they are so relatively close together. The one lagging behind may be subjected to more wind/less sunshine/more (or less) water at the roots etc. Its a little early to panic but I would try to hold off from opening up the tips to see whats happening image
