Tiny black insects

There are tiny black insects (like minute beetles) all over my roses and on the inside of my kitchen window. They don't look like aphids to me. Any ideas? Are they pests?

    Hi Lyn they are pollen beetles and are harmless to your plants.

    Oh dear! Sorry Pollen Beetles. I put up s sticky flypaper in my kitchen window!  : (
