Does new tarmac kill Leyandii hedges?

Between our garden and the primary school next door there was a high/deep Leylandii hedge on our side, which gave us privacy from the school yard.
The school recently built a large extension and laid new tarmac all along the hedge boundary. The hedge has now died and exposed our garden to the school yard. It's easy to relate the dead hedge to the building works at the school because the hedge died only to the point where the new tarmac and extension stop. The rest of the hedge is still perfect.
Does new tarmac kill Leylandii hedges, does anyone know?
