Plant Identification

Hi there.

I have a bush in my garden that always reminds me of a willow tree with its thin twisted leaves and slightly curly brown stems. However it has clusters of tiny white petalled flowers in spring which doesn't match up with what I find online. Any ideas to what it could be?

    Definitely not a hebe thanks ladybird. I will try to upload a photo and will get a better one when the weather improves. :)
