Lavender not flowering

My healthy well established lavender has not flowered for the last 2 years. It has plenty of growth and pruned as normal. Any ideas anyone?

    When and how do you prune it?

    Grajean, I lost my lavender last year due to rosemary beetles, they are shiney bottle green iridescent with faint deep red stripes lengthways. They chomp off the tops off the stems! image strange thing was, none on my Rosemary! image
