Sorbus Aria Lutescens

No sign of  bud or leaf development as at today(18/6/16) which would have expected by noiw

Can only see what seem to be curled leafs from 2015.

Trunk and branches  appear supple.  Tree planted in 2005.

Have fed and it is served by watering system.

Previously lost a Prunus Kanzan planted at the same time some 15' away (three experts found no reason) which was replaced by Malus Gorgeous in 2014 which is doing well.

Any advice /help would be welcome

Regretfully I suspect you are correct.  Would like to find out the reason though. Thanks for your comments

Sorbus are susceptible to Fireblight and one of the symptoms is the retention of dead leaves.
