strange growth on lilac tree

Hi
Today when looking at the tree around my garden I noticed that our lilac tree has some kind of strange growth that is on every branch of that tree.Does that mean the tree has some kind of disease.I have included a picture any advice would be appreciated.

The branch looks more like forsythia than lilac and could have forsythia stem gall.
