Can anyone recommend an evergreen summer flowering shrub please? Approx 1m height, 2m spread and must have a fair amount of resistance to strong winds.

How about olearia x hastii (daisy bush)? Wider than tall and summer flowering.
I used to have a Sambucus,
Its like an Acer, beautiful dark bergundy leaves, pink flowers.
Deciduous as most trees and srubs are...pity!
