Hand grass cutter

We have got a waist height stone wall with grass on it. It is only a foot wide so is not wide enough for a mower and the strimmer makes an awful mess on the driveway and takes hours to sweep . Hand cutting with shears it is not an option as the wall is 80 feet long. Can anyone recommend a hand grass cutter which just cuts through without the mess and works well on tough long grass? Many thanks in advance.

A well-sharpened sickle? Whatever you use you'll have to clear up the grass, but with a sickle (and some practice!) you can cut it off close to the wall in longer pieces.
